Test Item Development: Forms, Principles and Requirements

On October 3, 2026, the Testing Center of the Scientific, Educational and Production Complex of “Jalal-Abad State University named after B. Osmonov” organized a seminar entitled “Test Item Development: Forms, Principles and Requirements.” The seminar was held in accordance with the approved work plan for newly recruited teaching staff and faculty members of the university’s institutes and colleges for the 2026–2027 academic year.

The main objective of the seminar was to enhance the practical skills of teaching staff in developing test items in accordance with established requirements, creating and uploading tests to the AVN 37 automated information system, and improving the quality of digital assessment.

During the seminar, B. M. Turdubaeva, Director of the Department of Academic Policy, delivered a presentation on “Developing Students’ Functional Literacy.” She provided a detailed overview of the key areas of functional literacy development and deepened the participants’ understanding through practical examples.

The participants also familiarized with the forms, key principles, and requirements for developing test items and received practical guidance on creating a test database in the AVN 37 system and using it effectively in the educational process.

A total of 127 teaching staff members participated in the seminar, including 85 from the colleges and 42 from the institutes.

The event was aligned with the United Nations Sustainable Development Goals (SDGs), with particular emphasis on SDG 4: Quality Education, the application of modern assessment methods, and the enhancement of teachers’ professional and digital competencies. The seminar also addressed the broader use of digital technologies and innovative solutions in education, in line with SDG 9: Industry, Innovation and Infrastructure.

The use of the AVN 37 system in the educational process enables the transition to digital testing and contributes to greater transparency, efficiency, and effectiveness in knowledge assessment. Such initiatives provide teaching staff with opportunities to master modern educational technologies and apply them effectively in their professional practice.

Jalal-Abad State University named after B. Osmonov will continue its efforts to digitalize the educational process, introduce innovative technologies, improve the quality of education, and implement initiatives in accordance with the Sustainable Development Goals.
