Mission of the science and innovation department of Jalal-Abad State University named after B.Osmonov:  the organization of scientific research, innovation, modernization of scientific and innovative activities, training of highly qualified scientific and pedagogical personnel in accordance with the Goals of sustainable development in ensuring sustainable socio-economic development of the country and the implementation of planning and control during the transformation of the university's activities into the “University 4.0” model.

Strategic goals in scientific and innovative activities:

-    conducting scientific research in the field of natural, technical, medical, social and humanitarian sciences, contributing to the socio-economic, scientific, technical and spiritual and educational development of society;

-     study of the development of nature, society and human, the development of the Kyrgyz statehood, state relations, national cultures, education and enlightenment;

-     to unite JASU’s scientists and researchers in the region, aiyl aimags into a research boarding school based on scientific results and to coordinate practical activities;

-     in order to stimulate international cooperation in the field of science, to include young JASU’s scientists in the world scientific community, to provide favorable conditions for the integration of research activities and to create conditions for the commercialization of results;

-     planning, organizing, monitoring and summarizing scientific conferences, including the preparation and publication of information materials;

-     providing a regulatory and regulatory material base for planning and coordinating the research work of undergraduates, postgraduates and doctoral students;

-     planning, monitoring and participation in summarizing the results of research in the development of the region and aiyl aimags, preparation and holding of meetings of the scientific and practical conference;

-     organizing and conducting work on the creation, development and management of scientific schools, research institutes and scientific laboratories at the university and its branches;

-     preparation and holding of scientific events (congresses, conferences, symposiums, round table conferences, seminars, webinars);

-     improving the scientific effectiveness of teaching staff on the platforms Scopus, Web of Science, RSCI, Google Scholar.
