Meeting of the Local Council of Social Partners of Jalal-Abad Region

From May 25 to 26, 2026, a meeting of the Local Council of Social Partners (CSP) of Jalal-Abad region was held in the conference hall of “Agro HUB” in Manas city.

Among the participants was Rakhat Borbieva, a specialist of the International relations and rankings department of B. Osmonov Jalal-Abad State University (JASU).

In 2026, the adult education sector in Kyrgyzstan moved from the stage of recognition to the stage of institutionalization. Although the Resolution establishing “Adult Education Day – April 17” was adopted, the lack of stable financing mechanisms at the local level remains a key challenge.

The Councils of Social Partners in all regions of the country serve as a bridge between civil society and local self-government bodies.

During the meeting, participants analyzed the legal framework, studied the experience of educational centers in the region, and developed proposals for integrating educational programs into local budgets.

The participants were also introduced to the opportunities offered by artificial intelligence for promoting adult education, including work with neural networks (Midjourney, DALL·E 3), presentation creation services (Gamma, Canva), and promotional video generation tools (Runway, Pika, Veo).

During the meeting, elections were also held for the position of deputy chairperson of the local council of social partners of Jalal-Abad region. Through a general vote, Rakhat Borbieva, a specialist of the International Department of Jalal-Abad State University, was elected as deputy chairperson.

The event brought together representatives of local self-government bodies, educational centers, universities, and social partners to address the key task of integrating adult education into local budgets and regional development plans.

It is also a leading regional educational and research center that promotes adult education, implements digital tools and artificial intelligence, and cooperates with the Council of Social Partners and local institutions to ensure sustainable financing and the integration of educational programs into the budgets of the region, the province, and the Kyrgyz Republic as a whole.
