The Education Quality Department of the Jalal-Abad State University named after B. Osmonov is a structural subdivision of the Jalal-Abad State University, which implements the education quality regulation policy.

Education Quality Department was established in 2003. Initially, in 2003- 2004, the department was headed by Ismailov Taalay, candidate of technical sciences, associate professor. G.A. Panicheva and K. Sarkarov worked in the newly created department for many years.

From April 15, 2004 to August 22, 2005, the department was headed by Candidate of Technical Sciences, Associate Professor Alibaev Atabek Pakhyrovich. From August 30, 2005 to September 1, 2007, the department was headed by Satkankulov Ergeshaly Satkankulovich, candidate of agricultural sciences, associate professor.

From August 30, 2007 to March 27, 2009 Candidate of Agricultural Sciences, Associate Professor Orozbaev Bolotbek Suyunalievich worked productively as the head of the department. During these years, a significant contribution to the development of the department was made by the candidate of philological sciences, associate professor Chokoeva D.M., and then N.Zh. Aitikeev.

The Education Quality Department operates in accordance with the System Standards of the Ministry of Education and Science of the Kyrgyz Republic and Based on the Law of the Kyrgyz Republic “On Education”, Resolution No. 788 dated November 20, 2015 and the decision of the Academic Council of Jalal-Abad State University. By order of the rector of December 15, 2015 No. 361, the education quality department was separated from the training and inspection department and has been working independently since January 1.

To date, the department of education quality is headed by Doctor of Philosophical Sciences Guldana Samidinovna Tokoeva. G.S. Tokoeva oversees the planned work to improve the quality of education in the structural divisions of JASU and gives recommendations on improving the quality of student education.

Guldana Samidinovna actively participates in providing educational programs with educational, methodological and material and technical materials, and also actively participates in the examination of other materials, effectively works as a leader-organizer.

Actively participates in the implementation of regulatory documents in JASU, in the development of internal regulations and controls their application by structural divisions.

Aitikeev Nurlanbek Zholdoshbekovich, who works as a methodologist in the department, has been actively involved in the development of methodological assistance since 2012, working to ensure compliance with licensing requirements for educational programs and improve the quality of education.

In accordance with educational standards, develops special guidelines for the development of curricula, educational programs and gives practical recommendations. Actively participates in general management and examination of licenses for new educational programs at faculties, colleges and departments.

He has a reputation as an active professional, coordinating the activities of faculties, colleges and departments for the accreditation of educational programs.

The Education Quality Department operates on the basis of the Law of the Kyrgyz Republic “On Education”, the Regulations on Higher Educational Institutions, the Charter of JASU, the Regulations on the Education Quality Department.

The main goal of the Education Quality Department is the organization, implementation, development of the education quality management system at the university and the improvement of the education quality improvement policy at the university as a whole.

Creation and improvement of a management system that constantly affects the quality of education at school, studying the dynamics of the quality of the educational process, developing documents for the education quality management system, regulatory and methodological materials and monitoring the quality of internal university education; studying curricula, textbooks, teaching aids, staffing, logistics and other materials that support the learning process; coordination of the activities of faculties, colleges, departments on the formation of quality management systems in order to improve the quality of education; coordination of procedural work on licensing newly opened educational programs and accreditation of ongoing educational programs; one of the main tasks of the department is to improve the mechanism of internal assessment of the quality of the education system of the university.

The department is working on the implementation of the JASU quality management system policy. The education quality management policy determines and implements the prospects for future development, taking into account the mission and goals of the university. Taking into account the needs of consumers, the administration of the university provides educational services and analyzes the implementation of the planned activities through the department, results, mechanisms for improving the quality of education.

The Education Quality Department coordinates the issuance and implementation of licenses for educational programs. In 2016, by order of the Ministry of Education and Science of the Kyrgyz Republic dated May 20, 2016 No. 687 / 1, licenses were obtained in 2 specialties of higher education and 2 specialties in the program of secondary vocational education in 3 areas. Also, by order of the Ministry of Education and Science of the Kyrgyz Republic dated June 21, 2016 No. 952 / 1, licenses were obtained for 28 programs of higher professional education.

According to the order of the Ministry of Education and Science of the Kyrgyz Republic dated February 10, 2017 No. 164/1, in 2017 licenses were obtained in 20 areas and 1 specialty in the higher education program, 2 specialties in the program of secondary vocational education.

The Education Quality Department coordinates the promotion of the quality of education, the compliance of educational programs with the requirements of independent accreditation and the study of independent evaluation mechanisms. In 2016-2017, a lot of positive work was done in this direction.

Thus, in 2016, 14 specialties of higher education programs and 19 areas of undergraduate studies were accredited (order of the Ministry of Education of the Kyrgyz Republic dated March 28, 2016 No. 378 / 1). According to the program of secondary vocational education, 10 specialties were accredited (certified) in accordance with the order of the Ministry of Education of the Kyrgyz Republic dated March 28, 2016 No. 379 / 1.

In 2017, 3 undergraduate programs were accredited (No. Yu180000031, registration number No. 031, Order of the Agency for Accreditation of Educational Programs and Organizations No. 3 / 004 dated December 27, 2017).

In 2018, ten Jalal-Abad College programs were accredited and have the right to continue their activities for 5 years. Successfully pass accreditation and regional educational institutions. 10 educational programs of Kochkor-Ata College, 4 programs of Mailuu-Suuy College, 4 programs of Kara-Kul College, 5 programs of Aksy College are accredited.

On November 13, 2020, Jalal-Abad State University named after B. Osmonov passed international institutional accreditation from the Independent Accreditation and Rating Agency (IAAR) for a period of 3 years, received a certificate with registration number: АА 0193 (Protocol of the Accreditation Council of the IAAR No. 53 dated November 13. 2020).

They also passed international program accreditation from the Independent Agency for Accreditation and Rating (IAAR) in 7 areas / specialties of the university and received certificates with registration number: АВ 4307, АВ 4308, АВ 4309, АВ 4310, АВ 4311, АВ 4312, АВ 4313 (Protocol of the Accreditation Council NAAR No. 53 dated November 13, 2020).

There are certificates of program accreditation of the independent accreditation agency "BILIM-STANDARD" No. VU190000124 for 7 areas of higher education from 08/08/2019 to 05/08/2024; No. VU190000115 in the specialty Veterinary HPE from 08/08/2019 to 05/08/2024; No. VK190000530 for 5 specialties of secondary vocational education of Jalal-Abad College from 08.08.2019 to 05.08.2024; No. VK190000545 for the 5th specialty of the secondary vocational school of the medical college from 08.08.2019 to 05.08.2024, No. VK200000343 for the specialty Foreign language (English) of the secondary vocational school from 05.29.2020 to 05.29.2025.

Faculty of Medicine, Jalal-Abad State University named after B. Osmonova is recognized by the World Federation of Medical Education (WFME), which gives the right to exemption from USMLE Step 2 CS. Today, JASU trains 4 areas of magistracy, 4 specialties of higher education, 19 areas of bachelor's degree, 31 specialties of secondary vocational education. The department regularly conducts internal procedures for evaluating educational programs. Self-assessment is carried out in order to analyze the compliance of the educational service with the requirements of the state educational standard, the requirements and criteria for independent accreditation.

Jalal-Abad State University pursues a policy of self-expression in the educational space through ratings. The rating conducted in JASU is aimed at continuous improvement of the mechanisms for ensuring the objectivity of assessing the quality of education, the study of world and national rating technologies. One of the activities of the department is the formation of a positive public opinion of employers, parents and applicants about JASU through the rating of educational programs.
