The Department of Electric Power Engineering and Mechanics is one of the leading educational and scientific departments of the Faculty of Natural Technology (FNT), which provides training for bachelors, graduate engineers, in demand and promising in the labor market.

Advantages of the Department of Electric Power Engineering and Mechanics in the training of qualified personnel In the direction 640200 “Power industry and electrical engineering” and profiles: “Power supply” and “Power systems and networks”

God himself created favorable conditions for Jalal-Abad State University to train specialists in the energy field, since more than 90% of the electric power stations of the Kyrgyz Republic are located in the territory of the Jalal-Abad region. From 3030 MW of electricity generated annually in hydroelectric power stations of Kyrgyzstan, 2990 MW (98.7%) are generated at hydroelectric power plants located in the territory of the Jalal-Abad Region (Fig. a).

The city of Jalal-Abad is the center of the Jalal-Abad region. Jalal-Abad State University (JASU) is a leading, classical university in the Jalal-Abad region, where technical specialists are also trained. In the territory of the Jalal-Abad region there are large hydroelectric power stations such as Toktogul, Kurp-Say, Tash-Kumyr, Shamalduu-Say, Uch-Korgon, Kambar-Ata 2. Work is currently ongoing to complete the construction of the Kambar-Ata 2 hydroelectric station. The map above in Fig. б shows that of all the universities of the Kyrgyz Republic, JASU is located close to the above-mentioned large hydroelectric power stations: the farthest - Kambar-Ata HPP 2 is located only 250 kilometers from the city of Jalal-Abad. Moreover, between them there is no high mountain passes.

According to the adopted energy programs of the Kyrgyz Republic, in the near future there will be diversification of energy sources through the reconstruction and construction of new small and mini hydropower plants of various capacities that worked in the sixties of the last century, as well as thedevelopment of renewable energy sources.

In addition to large hydroelectric power stations, hundreds of substations of various voltages of 35-500 kV and various capacities (including the largest substation Datka) are operated in the region. For the operation and maintenance of power equipment of hydroelectric power stations and substations, the department prepares highly qualified personnel in the direction of "Electric power industry and electrical engineering."

BEP 640200 - “Power Engineering and Electrical Engineering” in 2019 successfully passed international accreditation (No.VU 190000124 “Bilim Standard” Order of KKAA KF No. 19 / 2a of 05/05/2019. Validity of accreditation until 05/08/2024).

Catalogs of elective disciplines of educational programs are updated annually in accordance with the recommendations of employers. Representatives of employers are involved in the development and adjustment of educational programs. These include Jalalabatelectro OJSC, PSGES, Jalal-Abad PVES, Osh PVES, etc.

God himself ordered that profiling (specialty) “Protection against emergencies” be opened in Jalal-Abad State University in the direction 760300 “Technosphere safety”, because, according to many years of statistics of the Ministry of Emergencies of the Kyrgyz Republic: 20% of earthquakes (Fig. а), 32% landslides (Fig. б), 35% of mudflows (Fig. в), of the total number in the Kyrgyz Republic, occurred in the Jalal-Abad region.In addition, over 50% of the strategic road Bishkek-Osh pass through the territory of the Jalal-Abad Region where frequent large-scale car accidents causing human casualties and sometimes significant environmental problems.

To solve the problems: preventing the above natural disasters, preventing technical disasters, as well as eliminating the consequences of the above disasters, a considerable number of highly qualified rescue specialists are required. The third direction: 630400 Oil and gas business, training profile: Development and operation of oil and gas fields.

Developing, mankind begins to use all new types of resources (atomic and geothermal energy, solar, tidal hydropower, wind and other sources). However, the main role in providing energy to all sectors of the economy today is played by fuel resources. In the world, including in Kyrgyzstan, the oil and gas complex is developing very intensively, as the most important

part of the fuel and energy complex. New mining methods are constantly being mastered and introduced, methods of transportation and processing of this type of minerals are being improved.

The objects of professional activity of graduates who have mastered the undergraduate program are:

- equipment and technologies for construction, repair, reconstruction and restoration of oil and gas wells on land;

- equipment and technologies for oil and gas production, collection and preparation of well products on land;

- equipment and technologies for field control and regulation of hydrocarbon recovery;

- equipment and technologies for pipeline transport of oil and gas, underground gas storage;

- equipment and technologies for storage and marketing of oil, oil products and liquefied gases;

- equipment and tools for the construction, repair, reconstruction and restoration of oil and gas wells on land;

- technological processes of construction, repair, reconstruction and restoration of oil and gas wells;

- equipment for oil and gas production, collection and preparation of well products on land;

- technological processes of oil and gas production;

- equipment for field control and regulation of hydrocarbon recovery;

- equipment for pipeline transportation of oil and gas, gas storage (including underground);

- equipment for storage and sale of oil, oil products and gases (including liquefied).

Personnel training according to BEP 630400 Oil and gas business, training profile: The development and operation of oil and gas fields has been carried out at JASU since September 1, 2016. Graduates of the PLO are awarded the academic degree of bachelor - engineer. Duration of study: on the basis of secondary general education 4 years (only full-time department) and 5 years (correspondence department); on the basis of secondary vocational education 3 years (only full-time department) and 4 years (correspondence department). Training is conducted in Russian. JASU fully owns the academic resources for the implementation of educational activities. According to BOP 630400 Oil and gas business, training profile: development and operation of oil and gas fields, international accreditation is planned for 2023.

The quality of training for bachelors is ensured by the qualification of teaching staff, developed infrastructure, the use of modern teaching technologies and control of students' knowledge, the integration of education, science and industry.

The staff of the department "Power Engineering and Mechanics" employs: 2 professors, doctors of technical sciences, 3 associate professors, candidates of technical sciences, 5 senior teachers, 2 teachers, 1 laboratory assistant. Of the full-time teachers, they have a degree - 5 people, which is 41,6%. The faculty of the department are elected by competition, and can also be hired under an individual labor contract.

Kokumbaeva K.A. took an active part in JASU competitions, won prizes in the nominations "Best Inventor", "Best Associate Professor", "Application of the results of scientific work in practice" and was awarded diplomas.

Professor A. Ashiraliev published more than 110 works, 5 of which are textbooks and manuals with the stamp of the Ministry of Education and Science of the Kyrgyz Republic, 1 monograph, 2 copyright certificates for inventions, 10 works of a teaching and methodical direction, 4 VEB lectures and 12 educational newspaper articles and more 75 scientific articles.

One of the priority areas for the development of JASU is the improvement of the quality level of teaching staff. In this direction, the science department and the educational department carry out purposeful work by conducting various competitions among faculty members, assessing its competence and the quality of teaching, which is the guarantor of ensuring the development strategy of JASU. The faculty of the Department of EM every year actively participate in contests and take prizes. The faculty of the Department of EM also actively participate in various competitions announced outside the JASU and achieve success.

  • For the academic year 2019-2020, Professor A. Ashiraliev participated in the competition at the JASU in the nomination “Best Textbook”, was awarded a diploma of the 1st degree “Best Textbook”, and was also encouraged with one-time money.

Relations with the production, employment of graduates in the direction "Power and Electrical Engineering"

JASU officially cooperates with other universities and enterprises of the energy sector of the Jalal-Abad region. The purpose of such collaborations is to ensure comparable recognition of the qualifications and employment of graduates. This is confirmed by the possibility of transferring college students, undergraduate and graduate students of JASU to other universities of the Kyrgyz Republic, as well as foreign countries and vice versa.

In order to employ graduates, JASU is constantly involved in job fairs. In job fairs, employers announce vacancies in their respective specialties. University students undergo internships in various energy enterprises and gain practical skills in combination. After graduation, they continue their professional activities mainly in these enterprises. Relations with employers have been established, as during practice, state certifications, they choose excellent students and are invited to work. For instance:

In 2014, Akmatalyev Sulayman Akmatalyevich received a diploma with honors and on June 26, 2014 got a job on the recommendation of the Chairman of the State Joint-Stock Company, Chief Engineer of ZhPVES Muratov M.K.

In 2017, Sulaimanov Tariel received a diploma with honors, also got a job on the recommendation of the head of practice from the enterprise deputy. Director of OJSC "Jalalabatelectro" Paizov A.M.

Graduates successfully find jobs in their specialty not only in the Jalal-Abad region, but also in other regions of the Kyrgyz Republic, such as: Bishkek, the Batken and Osh regions, as well as abroad: the Russian Federation, Germany and others.

Analyzing the data on last year’s employment, it can be stated that mainly graduates are in demand, while we see that the number of employed graduates is about 45% who find work in different regions.

In order to identify the level of professional readiness of graduate students from the place of production and pre-qualification practice, enterprise managers provide feedback on the achievements and shortcomings of a theoretical and practical nature, new production technologies.

Upon graduation, students of BEP are issued state diplomas in the Kyrgyz and Russian languages, with the qualification of a bachelor in the field of "Power Engineering and Electrical Engineering".

Classrooms, computer classes and training equipment

In the natural-technical faculty of JASU, 9 lecture halls are assigned to the EM department, where classes are held for students studying in the areas of "Power Engineering and Electrical Engineering", "Technosphere Safety." Each audience is framed by training stands, laboratory facilities in the majors. Each teacher has the opportunity to conduct classes using technical means (projector, computer, interactive whiteboard).

And also, in some special subjects, laboratory work is carried out in joint laboratories: with the Jalal-Abad College of JASU, the enterprise "ZhPVES", with the OJSC "Jalalabatelectro" (for power engineers), training facilities: the Jalal-Abad Directorate of the Ministry of Emergencies of the Kyrgyz Republic in the city of Jalal -Abad, as well as the Ministry of Emergencies in the village. Uchar, Osh Region (for rescuers).

To conduct laboratory and practical exercises in the laboratories of the ZhPVES and Jalalabatelectro OJSC, the Jalal-Abad Directorate of the Ministry of Emergency Situations of the Kyrgyz Republic, district and city departments of the Ministry of Emergency Situations of the Kyrgyz Republic signed agreements between the university and enterprises, according to the order of the Deputy Head of the Jalal-Abad Regional State Administration “On the creation of the regional educational technical at ZhPVES base and other enterprises (Order No. 237r of July 28, 1997). For this, a schedule of classes held at the enterprises is compiled and approved by the directors of the enterprises.

This year, a 4.3 kW solar power plant was built with funding from the State University of Applied Sciences. It was installed in Building 6 of the State University of Applied Sciences and is used as a backup power source for computers in classrooms 207 in case of power outages and as a laboratory for students to perform laboratory work.

Directions of the research work of the department:

VAT assessment of slopes of reservoirs, dams of hydraulic structures;

assessment of the prospects of the hydropower potential of small rivers of the republic and the study of the possibility of their use for generating electric energy;

mining and geomechfnics;

theory of mechanisms and machines;

mining machines;

development and implementation of energy-efficient water-heating steam boilers;

Improving the energy parameters of oil-jetting machines through the use of MPS;

development and modeling of dynamic processes of energy-efficient impact machines with MPS;

development of scientifically based recommendations to improve the level of energy consumption culture in Kyrgyzstan;

Scientific research activity (research work). The research work of teaching staff is reflected in the publications of scientific works, in the participation in the international conferences of teachers of the department, corresponding to the national policy of the state in the field of education, science and innovative development.

Currently, the department of research is conducted on the following topics:

  • An innovative project on the theme "The introduction of a steam boiler of a new operating principle for heating the educational building in order to save electricity." Participants: Doctor of Technical Sciences, Professor A. Ashiraliev, Ph.D., Associate Professor Kokumbaeva K.A. At the end of 2017, Kyrgyzpatent held a competition “BEST INNOVATIVE PROJECT”. The authors of the project on the topic "Implementation of a steam boiler of a new operating principle" successfully completed this competition. Based on the Decision of the Organizing Committee for the contest "Best Innovative Project" dated September 26, 2017 and Resolution of the Kyrgyzpatent College No. 33 dated December 20, 2017. Based on this Decision, December 21, 2017 between Kyrgyzpatent and Jalal-Abad State University has concluded an agreement.

According to this Agreement, Kyrgyzpatent provided funds (grant) free of charge in the amount of 281,000 (two hundred eighty-one thousand) soms to solve the above goal. Based on the results of this project, a boiler of a new operating principle has been installed in the educational building No. 7 of the JASU. Currently, a study of the energy performance of this boiler.

2. An innovative project on the topic: "ASKUE - a transparent solution for the accounting and quality of electricity." The International Fund “R. Otunbayeva’s Initiative” in November 2018 held a competition of innovative projects. Associate Professor K.A. Kokumbaev and Art. Lecturer K.M. Toktosopieva and 3-4-year students E. Choibekova, J. Borubaeva successfully passed this competition. As a result of the competition, theInternational Fund “R. Otunbayeva’s Initiative” held a seminar on the topic “Women in STEM” from November 20 to 22. The ultimate goal of the project: at the department level to create a laboratory stand for studying the principles of operation of meters with the software of ASCAE, for the education of students and needy specialists in the field of energy and energy saving.

There are 2 substations of 220/110 kV, 39 substations of 110/35/10 kV in the electric network of the Jalal-Abad region. In all substations on the side of 220 kV, 110 kV, 35 kV and 10 kV, modern meters with ASKUE are installed in the outgoing feeders. In the future, the task was set and it is planned to establish modern meters at enterprises and the domestic sector.

Maintenance and operation of these meters requires specialists who are familiar with the ASKUE program. This innovative project will provide an opportunity to solve a problem of this level and will contribute to the training of highly qualified energy specialists, as well as the development of the energy system of the Kyrgyz Republic, including the Jalal-Abad region.

Students research is carried out in accordance with the annually approved thematic plans of the departments. Students research topics are relevant, contain scientific novelty and practical significance, based on modern theoretical achievements of science and practice, performed using modern methods of scientific research.

The participation of students in research activities, in order to improve quality, is an essential element in the training of future specialists and is carried out in close connection with the educational process. To implement this principle in the departments, various forms of research work of students are used.

The main forms of scientific research are: elements of scientific research in theses, conducting training sessions with elements of scientific research, performing research during educational, industrial and undergraduate practice, involving students in hobby groups, participation of students in republican and regional student olympiads in the specialties that confirmed by various publications, diplomas, diplomas and letters of thanks

Each year, according to tradition, a student scientific and practical conference is held in JASU. For the academic year 2017-2018, on May 26, an annual regional scientific-practical conference was organized, dedicated to the 95th anniversary of JASU on the topic "Highly qualified specialist - the pride of the country." The conference was timed to the announced year “Development of regions and civilization of nomads”. Our section was called “Energy Sources, Electric Power Systems and Mechanics”. At the end of 2017, the Alternative Energy Sources circle participated in the Best Circle competition and was awarded the III-degree diploma of the JASU.

The participants in the circle made several models of alternative energy sources. For example: different types of models of micro hydroelectric power stations, wind generators and solar installations. Exhibition models of renewable energy sources made by students annually participate in seminars and exhibition conferences.

Information system, educational technologies used in the educational process

As one of the conditions for increasing the effectiveness of the BEP implementation, the AVN educational portal and the external information system AVN.jagu.kg, “KelechekBilim” (“KelBil”) are used that allows teachers to remotely interact with students, open access to materials of disciplines, receive and evaluate student work, track their attendance, create automated tests, communicate in real time and much more. As well as information on the BEP, and on the activities of the university and the department published on the official website of JASU www.jagu.kg.

Information and library support for students and faculty

The Library and Information Center (BIC) of JASU serves students of all forms of education, teachers, and staff. Provides users with domestic and foreign literature, periodicals and informational publications in traditional and electronic form.

In JASU there is a library with a reading room for 250 seats. The JASU library fund is 726,636, of which 528,961 are fiction and 16,706 are electronic resources, most of which are available in the BIC open archive (arch. Kirlibnet.kg) and are available to students and teachers at any time of the day. Textbooks in the Kyrgyz language, there are more than 1188 copies. There are 1707 books on specialties, of which there are textbooks in the Kyrgyz language.

An electronic library is organized in JASU. The electronic library is equipped with 28 computers and one scanner. All computers are interconnected by a local network and are connected to the world wide Internet. In the electronic library at this time there are more than 300 electronic books. The availability of books per student is approximately 100%. Students can find the necessary specialized literature through the electronic library, as well as through the wireless Internet WI-FIBEELINE.kg.

These textbooks and teaching aids were developed and published not for the sake of issuing textbooks in the Kyrgyz language, but pursued the following goals:

every nation and its language is an invaluable value given by the Creator, including the Kyrgyz and the Kyrgyz language. Kyrgyz language - created and preserved to this day the greatest epic “Manas, as well as brought up such a giant of the universe of scale as Ch. T. Aitmatov, in the current conditions, is turning into a “mutant language”, filled with words of foreign origin, although there are wonderful Kyrgyz words that deeply reveal the contents of these words of foreign origin. Consequently, the Kyrgyz language needs purification, protection and enrichment;

for protection and purification, it is necessary to return Kyrgyz words displaced from the vocabulary by foreign words, enrich the Kyrgyz language with new words introduced into terminology, revealing the essence of new achievements of science and technology;

it is necessary to adopt the rules for writing Kyrgyz words that do not distort the roots of Kyrgyz words when the letters "ё", "ю", "я" are used;

Each teacher of the department should prepare textbooks and teaching aids in Kyrgyz in the subjects taught.

Experience shows that such books in the Kyrgyz language should be provided with a terminological dictionary (glossary) of the original design and a warning about the applied innovations. Below are screenshots of the pages of the books indicated in paragraphs 1 and 2.

Unlike conventional terminological dictionaries (glossaries), after the Kyrgyz word, the Russian name of the word is given in parentheses (the essence of the term is described below). Such a construction, in our opinion, will also interest Russian-speaking users to study the Kyrgyz language.
